Government Expands Opportunities for Undocumented Migrants and Foreign Apprentices to Address Labour Shortage
In response to Canada’s urgent construction labor shortage, driven by a critical housing crisis, the Honourable Marc Miller, Minister of Immigration, Refugees and Citizenship Canada (IRCC), has announced bold new immigration pathways designed to address the urgent needs of foreign apprentices and out-of-status construction workers.
Building on the success of a pilot program for out-of-status workers in the Greater Toronto Area, the government is expanding opportunities for undocumented migrants in the construction sector. This expansion not only addresses immediate labour shortages but also acknowledges the valuable contributions these workers already make to the industry.
Expanding opportunities for undocumented workers and allowing foreign apprentices to continue their training without a study permit—are flexible, targeted, and designed to remove barriers.
To further support the sector, a temporary measure will allow foreign apprentices to continue their education and training without the need for a study permit (effective March 7, 2025), ensuring skilled workers can contribute to Canada’s construction workforce.
These initiatives represent a critical effort to build a sustainable, diverse labor force while addressing Canada’s pressing housing challenges.
