Seize the Opportunity -Permanent Residency for Home Care Workers in Canada
Canada is set to launch two new immigration pilots aimed at skilled workers in the home care industry. These pilots offer a great opportunity to gain permanent residency while working as home child care providers or home support workers in Canada. The Home Care Worker Immigration Pilots (HCWP) will officially launch on March 31, 2025, with clear admission targets outlined by Immigration, Refugees, and Citizenship Canada (IRCC).
Program Overview
Under the HCWP, Canada aims to address the growing demand for skilled workers in the home care sector and support families and individuals across the country.
The two pilots are:
- Home Care Worker Immigration Pilot: Child Care
- Home Care Worker Immigration Pilot: Home Support
Each pilot has two application streams:
- Workers in Canada
- Applicants not working in Canada
Note: When the pilots open, IRCC will only accept applications for the Workers in Canada stream. The stream for applicants not working in Canada will open at a later date.
Are you eligible?
To qualify for these pilots, applicants must plan to live and work outside Quebec and meet the specific criteria for the stream they apply to. You must also meet language, education, and work experience requirements, including having a job offer in home child care or home support.

2. Applicants must be
- Already living in Canada and
- Authorized to work full-time in any occupation

3. Experience or Training Criteria
To qualify, you must have either:
- 6 months of continuous, full-time, relevant work experience within the last 3 years
- Or completed relevant training within the past 2 years
Note: You must also meet language and education requirements, as well as the specific criteria for the stream you are applying to.
4. Eligible NOCs for each pilot
- Child Care: Home child care providers (NOC 44100), Early childhood educators (NOC 42202)
- Home Support: Home support workers (NOC 44101), Nurse aides (NOC 33102)
5. Your Job Offer
Before applying, make sure you have a valid job offer. Eligible job offers can come from a variety of organizations, including:
- Private homes needing help with daily living tasks
- Organizations offering home-based care for medical patients
- Agencies providing in-home healthcare for children

6. Out-of-Status and Unauthorized Home Care Workers
Workers without status or authorization to work in Canada may still qualify under a public policy. This unique provision provides an opportunity for unauthorized workers.
